System Maintenance & Governance
The Burgettstown-Smith Township Joint Sewage Authority was created in 1972 by Smith Township and Burgettstown Borough under the Municipal Authorities Act of 1945. Our mission is to provide and maintain a comprehensive sewer collection, conveyance, and treatment system for the community. Currently, the Authority owns and operates 54 miles of sewer lines and two lift stations. We serve approximately 2,800 customers through a gravity-feed system and 42 customers utilizing grinder pumps. Per regulations, any dwelling within 150 feet of a sewer line must connect to the system. Residents are responsible for ensuring caps are maintained on all clean-outs located outside their dwelling.
Board Governance
The Authority Board consists of six members serving staggered five-year terms. Representation is balanced between our constituent municipalities, with three members appointed by Smith Township and three appointed by Burgettstown Borough.

Board Meetings
Meetings are held the 1st Wednesday of every month at 6:00 pm. Workshop meetings occur on the 4th Tuesday of every month at 6:00 pm (if needed) at 377 Joffre Bulger Rd, Burgettstown, PA 15021.
Public Participation
To address specific topics, a written request outlining concerns must be submitted by the Wednesday prior to the meeting. General comments are heard early in the meeting, limited to two minutes per person or five minutes per group.
