Developer Manual Overview
To assist in obtaining sewerage service for projects within the BSTJSA service area, the Authority has made available a comprehensive guide for prospective developers. This essential manual can be purchased at the Authority office for a fee of $25.00.
The First Step: Request for Service
The first important step toward obtaining the Authority's approval for extending sewer service is to submit a letter requesting service. Your letter must include a general description of the proposed improvements along with a photocopy of a map on which the property to be developed is superimposed. At this initial stage, the information need not be technical nor detailed, but should be sufficiently clear to illustrate where and what is proposed to be constructed.
Pre-Application Conference
Upon receipt of the preliminary letter, the Authority will coordinate with the developer to schedule a meeting at our office. This session is designed for both parties to review project details in depth and for the Authority to outline specific wastewater performance requirements.
Attendance Requirement
Developers must have their engineer present at the conference. This ensures efficient technical communication regarding plan preparation, survey standards, and compliance with the Authority's Rules and Regulations.

The manual provides comprehensive guidance on our standards and procedures. Developers are encouraged to obtain a copy early in their process to maximize efficiency and ensure full compliance with Authority regulations.
